There are two main reasons behind this. First is the destination server has technical failures or connectivity errors. And second is the email address to which you sent the message does not exist. There may be an error in domain.

If Outlook is not connected to the SMTP the outgoing server, it is possible that the internet provider has blocked port 25 that is used by outgoing mail servers. The solution to this is to change the port of the SMTP outgoing server to 26 or if your internet provider allows it and start again to send email.
